USAID trade
program receives the international Public Service Excellence 2000 Award.
On May 1st at a Breakfast of Champions awards event on Capitol Hill,
USAID Administrator J. Brady Anderson accepted the International Public
Service Excellence 2000 Award on behalf of the United States Global
Technology Network (USGTN). USGTN develops technology trade between the
United States and the international market. The Environmental Technology
Network for Asia (ETNA), under USGTN is the trade lead arm of US-AEP, offers
free trade lead to U.S. environmental companies interested in doing business
in Asia.
This is the first time in the history of this prestigious award that a
USAID program has been recognized. Selected by the Public Employees
Roundtable, USGTN was one of seven public-private sector programs selected
from more than 180 federal and state organizations deemed as examples of
good government. In USGTN�s presentation on how U.S. technologies have made
substantial improvements in the quality of life in developing countries,
USGTN included two US-AEP projects. The first was the Gaston-Taegu DYETECH
project in which U.S. innovative clean production technology is helping to
preserve the one of the main water source in Korea. The second US-AEP
project was the recent $15 million bio-organic fertilizer plant to be built
in Malaysia. This project will convert municipal solid waste into organic
fertilizer. The sale of fertilizer and waste by-products is expected to
exceed $100 million.
In his acceptance, Administrator Anderson remarks, "The Global Technology
Network represents the very best of USAID�s efforts to link our global
development mission to U.S. domestic interests."
Washington Policy Forum
Mr. Robert C. Randolph, Assistant Administrator, Asia & the Near East
Bureau, the United States Agency for International Development, will deliver
a presentation entitled "A Vision for USAID�s Asia & Near East Bureau" on
June 13. Mr. Randolph has served with USAID since October of 1998.
Previously, he was an international mediator and arbitrator, as well as a
Washington State Special trade representative in Seattle, where he advised
the governor and state legislature on trade policy and agreements. At the
governor�s request, he spearheaded a coalition of governors who endorsed the
ratification of the General Agreement on Tariffs and Trade (GATT), World
Trade Organization (WTO) agreements, and Most Favored Nation status for
China.

30th Policy Forum
Ambassador T. P. Sreenivasan, Deputy Chief of Mission, Embassy of India
in Washington, delivered a presentation on "Developing Environmental Policy
in India". The US-AEP Policy Group and the Tata Energy Resources Institute
sponsored the lecture.
Mr. Sreenivasan�s presentation touched on the recent environmental
agreement between India and the United States, the partial lifting of
economic sanctions by the Clinton Administration, and India�s commitment to
environmental protection. "India has always felt a commitment to the
environment." Mr. Sreenivasan further adds, "future development in India
will not come at the expense of the environment." He felt that the recent
treaty signed by the US and India would aid India in its quest to develop as
cleanly as possible through resource and technology sharing.
Upcoming events: IndiaChem 2000
India Chem 2000, South Asia�s largest chemical and pharmaceuticals show
will be held on October 6-8, 2000, in New Delhi, India. India is one of the
fastest growing chemical technology markets in the world. US-AEP intends to
recruit a delegation of U.S. environmental companies to India Chem 2000 with
the objective of increasing the transfer of U.S. technologies to India.
Participants will include suppliers of pollution control technology to
chemical, petrochemical, pharmaceutical industries as well as water
treatment and hazardous waste management companies. The event will be
comprised of an exhibition, conference, buyer-seller meets and networking

On June 1, US-AEP and the US-India Business Council is sponsoring a
conference to raise awareness about India Chem 2000. India�s Minister of
Chemicals and Fertilizers, H.E. Suresh Prabhu, will give a presentation on
his plans for a new Comprehensive Chemical Estate. There will also be two
panel discussions. The first panel, moderated by Brenda Bateman, Deputy
Director of the US-AEP Policy Group, will focus on the public policy context
of new industrial estates. The second panel, moderated by Julie Haines,
Managing Director of US-AEP�s Clean Technology Environmental Management (CTEM),
will talk about the tools that are available to corporations interested in
doing business with and in India.
This conference is open to the public, and will be held at the U.S.
Chamber of Commerce located at 1615 H Street NW, Washington, D.C. The event

Children draw the environment
On Easter Sunday, over eighty Filipino children participated in an
on-the-spot Earth Day Art Contest organized by US-AEP, a local NGO, and
Artists for the Environment. Before the contest, the organizers explained to
the children that they could help Mother Earth by conserving electricity and
water, and segregating and recycling their garbage. These lessons were
reflected in many of the posters created by the children. Cash prizes were
rewarded for the first through fourth place. The best thirty pictures will
be displayed at the Museo Pambata, Children�s Museum, in Manila.
Welcome
Amy Wing has joined the Environmental Exchange Program as a Program
Coordinator. Prior to joining US-AEP, Amy was working with the Institute for
International Education (IIE) on the Fulbright Memorial Teacher Program. She
received her Bachelors Degree from American University.
Also welcome Eliza Devan Knode to the world. On April 21, Steve and
Sharon Knode became the proud parents of am 8 pound 11 ounce baby girl. Both
mother and daughter are healthy and doing well.
Farewell
In this edition, US-AEP will have to say farewell to three talented
individuals who made great contributions.
Sandy Denham, Manager of Operations has left US-AEP to join the Loudoun
County Department of Economic Development. Sandy�s talent and warmth was
much appreciated and will be well missed.
A farewell is extended to Erik Brejla of CTEM. Erik has been with the
US-AEP family for the past two years. Erik will be leaving US-AEP to be the
U.S. Program Manager for the USAID Green House Gas Pollution Prevention
Project (India).
After many years of service to US-AEP, Russ Thirkell has move on from the
Environmental Exchange program based in the Philippines. Russ�s work was
quality and his idealism eternal. Argelie Leynes will take over his
position.
