Introducing US-AEP's
technical support managing director.
Robert Beckman, a former senior foreign service officer and private
consultant, begins his tenure on September 2, 1997, as the new managing
director of technical support services under the International Resources
Group contract. Bob brings to US-AEP extensive managerial, supervisory, and
organizational skills coupled with a competence in private sector
development, environment and energy, commercialization of technology,
financial sector reform, and trade and investment. He managed U.S. support
for modernization and reform of Indonesia's financial and capital markets,
including deregulation of municipal finance systems and privatization of
municipal services. Bob also served as a member of the White House working
group on energy technology cooperation with Russia and pioneered the design
concept that has been the foundation of the India venture capital industry.
His educational background includes a Master of Science in Management from
Stanford University and a Master of Public Affairs from the University of
Pittsburgh. Bob is also a skilled linguist, speaking French, Swedish,
Russian, Dutch, German, and Indonesian. He is also an accomplished musician.

CERF studies
examine clean technologies in US-AEP target industries.
The Civil Engineering Research Foundation (CERF), under a
grant from US-AEP, has prepared sector-specific reports on the use of clean
technologies in four major U.S. industries: food processing, metal
finishing, pulp and paper, and textiles. In addition to describing the brief
history of the key organizations involved in these sectors and the clean
technologies in use, the studies discuss upcoming trends in technologies,
research, development, and commercialization. The reports also identify
clean technologies and practices in U.S. industry that are applicable to the

Update on the
Philippine delegation to Minnesota.
In the August 18, 1997, edition of UPDATE, we reported on
the upcoming visit of a Philippine delegation from Cabuyao to Minnesota as
part of a US-AEP State
Environmental Initiative project. The visit is now scheduled for
September 7-14, 1997, rather than August 25-28, as previously noted. A
comprehensive program awaits the delegation after an official welcome by Lt.
Governor Joanne Benson, Department of Trade and Economic Development
Commissioner Jay Novak, and Minnesota Pollution Control Agency Deputy
Commissioner Kristen Applegate. Minnesota state agencies, environmental
technology companies, and non-profit organizations have been collaborating
with Philippine officials to bring a sound solid waste management plan to
the District of Laguna. Mayors of four municipalities and Congressman
Chipeco are expected to adopt the final plan while in Minnesota.
Singapore events
generate trade opportunities..
In July, US-AEP/Singapore participated in HVAC Asia '97 and
Cleanrooms Asia '97 to market US-AEP services, develop relationships with
local firms, and gain knowledge of environmental issues in the air
conditioning, ventilation and indoor air sector and electronics wafer
fabrication sector. As a result of the contacts made during the two events,
US-AEP/Singapore reports that 10 trade leads have been generated.
Website explores
"New Ideas in Pollution Regulation."
The World Bank's Development Economics Research Group for Environment
launched an Internet site, New Ideas in Pollution Regulation,
nearly a year ago for those interested in understanding and improving the
environmental performance of industry. The site focuses on incentives and
behavior, the role of the community in pollution control, and the impact of
the market in pollution control. The site also houses the Industrial
Pollution Projection System, a pollution modeling system that can quickly
estimate pollution parameters by sector and pollutant to help regulators
gain a more complete understanding of where to prioritize abatement

Farewell to...
...Jacintha Joseph who has served as the US-AEP/Sri Lanka Field
Representative under the USAID Colombo NAREPP/IRG project since September
1996. Jacintha's leadership and enthusiasm in implementing US-AEP activities
will be missed. Recently, Jacintha organized seminars on "Environmental Risk
Management in the Banking Seminar" and on "Responsible Care" in addition to
leading a delegation of Sri Lankans to Toronto for the A&WMA '97 conference.
...Leanna Jancar, who coordinated many of the
US-AEP-sponsored U.S. Environmental Training Institute (USETI) courses.
Leanna is pursuing her graduate studies at New York University's Stern
School of Business.
