Lake Toba to Gain from Ties to American "Sister Lake"

JAKARTA, INDONESIA, April 20, 1998 - Lake Toba and its surrounding communities in north Sumatra stand to gain from improved water quality and better management of the Lake Toba watershed as a result of its "sister lake" relationship with Lake Champlain in the eastern United States. The Governor of North Sumatra, Raja Inal Siregar, will sign a Memorandum of Understanding with a representative of the U.S. State of Vermont, Ms. Barbara G. Ripley, to formally establish the relationship on April 27.

Anticipated results of the sister lakes relationship include a more comprehensive watershed management approach for Lake Toba, use of appropriate technologies for treating wastewater and controlling nuisance aquatic plants, and improvement of industrial environmental performance and environmental infrastructure. Pollution prevention skills will be transferred to pulp processing facilities, while pulp and paper, transport and hotel restaurant facilities surrounding Lake Toba will be encouraged to implement environmentally friendly voluntary business standards.

The Governor will also welcome a delegation of representatives from the Lake Champlain area that will visit the Lake Toba area during the week. The group will be hosted by the Bupatis of Karo, Dairi, Tapanuli Utara and Simalungan kabupatens and the Lake Toba Heritage Foundation (Yayasan Perhimpunan Pencinta Danau Toba). The delegation includes the Mayor of the City of Burlington, Vermont, representatives from the Vermont Agency of Natural Resources, the Vermont Department of Environmental Conservation, the New York State Department of Environmental Conservation, and the Lake Champlain Citizens Advisory Committee and Chamber of Commerce.

In late September, 1997, a delegation of 22 Government of Indonesia, local government, and NGO representatives from the Lake Toba region visited Vermont, hosted by the Lake Champlain Basin Development program. The Indonesian visitors observed how Lake Champlain is managed; toured pulp and paper plants to learn about clean technologies; and met with local NGOs to find out about lake protection efforts and citizens' environmental monitoring programs.

This exchange program is sponsored by the United States Agency for International Development's US-Asia Environmental Partnership (US-AEP) through the Council of State Governments.
