"Governance, Public Participation, and the Decision-Making Process"

Speakers:

Representatives from the Center for Risk Management, Resources for the Future (RFF) Ms. Ruth Greenspan Bell, Visiting Scholar and Mr. Thomas Beierle, Fellow
In March, Researchers at Resources for the Future were involved in a set of workshops in Thailand on "Good Governance, Public Participation and the Decision-Making Process for Environmental Protection." The purpose of the conference was to share lessons learned from public participation in the United States and understand how they might be applicable to Thailand's political, legal, and cultural context. Ms. Bell and Mr. Beierle will discuss the workshops, the situation in Thailand, and future collaboration between U.S. and Thai researchers. Ruth Greenspan Bell directs RFF's International Institutional Development and Environmental Assistance (IIDEA) program, which helps institutions implement natural resource management and environmental protection policies. She spent almost 17 years in the Office of the General Counsel at the U.S. Environmental Protection Agency; she received her J.D. degree in law from the University of California-Berkeley. Mr. Beierle's research at RFF focuses on the stakeholder's role in environmental decision-making, evaluating the success of public participation programs and the influence of the Internet on public involvement. He received a Masters of Public Affairs from Princeton's Woodrow Wilson School of Public and International Affairs, and a bachelor's degree in history from Yale University. "Natural Resources and Livable Cities: a View of Sustainability from the Interior"

Speakers:

David J. Hayes, Deputy Secretary 
United States Department of the Interior
As the Deputy Secretary, Mr. Hayes is the second in command at the Interior. He is responsible for assisting Secretary Babbit in supervising and administering the Department's bureaus, offices, and programs, including the management of natural resources and the development of urban "livable" cities. Mr. Hayes also has responsibility for addressing legal and policy issues of special importance to the Department. Before entering the Administration in early 1997, Mr. Hayes practiced law for nearly 20 years in the environmental and natural resources field. Immediately prior to his federal service, he was a partner in the national law firm of Latham and Watkins, where he chaired the office's Environmental Department. Mr. Hayes is a former Chairman of the Board of the Environmental Law Institute. Mr. Hayes received an A.B. from the University of Notre Dame and a J.D. from Stanford Law School. He clerked for Judge William Jones and Judge Louis Oberdorfer on the United States District Court for the District of Columbia.

Ms. Tauni Sanchez, Managing Director Dow Jones Sustainability Group Index, in Zurich, Switzerland
Sustainability-driven companies achieve their business goals by integrating economic, environmental and social growth opportunities into their business strategies. For those who believe that corporate sustainability is an investable concept, there are criteria by which sustainablec companies can be identified and ranked for investment purposes. The new Dow Jones Sustainability Group Indexes (DJSGI) are based on the world's first systematic methodology for identifying leading sustainability-driven companies world-wide. The DJSGI family is derived from and fully integrated with the Dow Jones Global Indexes (DJGI) and they share the same methodology. Ms. Sanchez, the Managing Director of DJSGI, will discuss the current status of the DJSGI and its future possibilities. She has been actively involved in the area of environmental economics since 1993, working for financial giants such as J.P. Morgan and Dresdner Kleinwort Benson. Most recently she finished her Ph.D. thesis on the economic impact of international environmental policy at the University of St. Gallen in Switzerland in International Environmental Economics.

"Responding to India's Environmental Needs"

Dr. R.K. Pachauri, Director
Tata Energy Research Institute, in New Delhi, India
As the Tata Energy Research Institute (TERI) celebrates 25 years, it continues to provoke discussion and debate on urgent local, regional, and global concerns. TERI is leading efforts throughout the South Asia region to develop a common global agenda to "heal the world and make it a better place . . . for the entire human race." Dr. Pachauri, an engineer turned economist and environmental scientist, is the Director of the Tata Energy Research Institute (TERI), New Delhi. Under his guidance, this institute is playing a major role in influencing government policy in fields of energy and environment. Previously, Dr. Pachauri was Assistant Professor, at North Carolina State University, where he obtained a Ph.D. in Industrial Engineering and in Economics. He is a Visiting Research Fellow at the World Bank, as well as part-time advisor to the Administrator for Energy and Sustainable Management of Natural Resources, United Nations Development Programme. Dr. Pachauri is associated with many committees of the Government of India, and is Vice Chairman of the Intergovernmental Panel on Climate Change (IPCC). He has been active in several international forums dealing with the subject of climate change and its policy dimensions.
